Experience

Retiring after 25 years as a police officer - 15 years as a detective with the Arizona Department of Liquor, Keith Turner acquired more experience and inside knowledge of Arizona Liquor Laws than the most experienced and expensive liquor attorneys.  As their senior detective, he was required to know the laws well enough to arrest, violate, and testify against business owners, employees and the public.  That same knowledge can now be utilized to keep you and your staff out of trouble, out of the DLLC Compliance Office, and out of court!

Consulting Services

Here at AZDLLC, we provide hourly, or full contract services.  The most common services requested by new owners are Liquor License Applications, Agent Services, and Basic & Management Title 4 Liquor Training.  


AZDLLC can help you not only navigate through the basics of liquor laws, but to actually know & understand them.  AZDLLC can assist you with obtaining a CO-OP or drive-through window, adding a patio, or simply discuss issues that can improve your business.    


AZDLLC will personally teach/train your staff to avoid the things that can get your business fined, your license revoked or suspended. or you personally fined and arrested.  The most common violations are unauthorized alcohol, over-service, underage and Acts Of Violence.  These are all covered in our Title 4 Liquor Training, however discussed very briefly.  At your request, we can set up a 1-3 hour Round table training session for you and your staff, allowing AZDLLC to go over these areas in-depth.    


AZDLLC is dedicated to strengthening your business by equipping you and your staff with the knowledge, skills, and aptitude of the liquor industry.  There is no "One Size Fits All".  Your business is unique and the training you receive needs to be curtailed to your specific needs and your specific business.  

Agent Services

Every liquor establishment in Arizona must have a Liquor Agent.  An agent is any person who is designated by the applicant or licensee to receive communications from the Liquor Department and to sign and file documents for filing with DLLC, on behalf of the applicant or licensee.  The agent is required to be a U.S. Citizen and bona fide resident of Arizona.  A great benefit to having AZDLLC as your agent is that all communications from the Department of Liquor go through us, and while keeping you in the lop, we will take care of everything, or contact you for rectification.


This is especially important if you are an out of state business owner. You're required by law to meet the residency requirements of having the Agent living in the state of Arizona.  It is crucial that the person you hire knows AZ liquor laws and how to deal with the rigors of pending violations.  It's also a great peace of mind, knowing that an impartial person has an extra set of eyes on your business, when you can't.


AZDLLC agent services assists with your initial Liquor License Application as well as business inspections to ensure approval of your license.  We submit yearly renewals, provide yearly business visits to cover any changes in laws, as well as conducting annual Routine Liquor Inspections (RLI), ensuring you are ready for the Department of Liquor when they arrive. RLI's are conducted by DLLC yearly at a minimum.     


As a former Detective, rest assured that if you find yourself facing pending violations with the Liquor Dept, or worse, having to face the AZ Liquor Board, AZDLLC will be there to help you resolve them in the most efficient and financially beneficial manner possible.

Title 4 Liquor Training

All Owners, Agents, Managers and controlling persons (Anyone who is actively involved in the day to day operations of the business), must attend an Arizona Department of Liquor approved Title 4 training course, every three years, but we recommended EVERY employee attend the basic course every two (2) years, due to the ever-changing laws. Our training is presented by former AZ Department of Liquor employees, or professional trainers.  We provide both basic and management course material and include on-and/or off-sale privileges allowed by the license.

New Liquor License Applications & Yearly Renewals

AZDLLC will consult with you on an hourly rate, or completely prepare your application(s) for you.


NEW LICENSE  While preparing to open your new liquor licensed business, we're sure there are hundreds of things you would rather be doing with your time than trying to figure out what license your business needs, who needs to be disclosed, what information needs to be provided and what documents need to be turned in with your Liquor License application(s).  AZDLLC will assist you with as little, or as much as you need. 


Yearly Liquor License Renewal(s)  So your business is up and running. Now what?  Renewing your Liquor License(s) may not be that easy.  If you have a restaurant license, are you meeting your required 40% food sales?  If you're a bar that has been utilizing your off-sale privileges,  what were your off-premise alcohol sale percentages?  Have you made any changes to your licensed premise that the Department of Liquor requires you to disclose?  Or worse, were the changes required to get prior approval before doing?  This is a fairly simple process, with devastating consequences, if done incorrectly.  


Interim Permit!  AZDLLC may be able to assist you in opening your business early, with an Interim Permit. If there's an active (not expired) and same series type Liquor License currently being used at the business location, you may be eligible.

Pre-Inspections "For potential Series #12 Restaurant and Series #11 Hotel Restaurant Licenses"

This service will save you time and money and is FREE if your license is not approved. 


If you're planning to open a restaurant in a location that has previously had liquor violations, this is especially important for you.  If your location choice had previously lost its license, failed a Department of Liquor audit, or if the previous owner(s) had multiple Department of Liquor or city violations, you should consider doing this.

 

Imagine, you find the ideal location for your new business....... so you think!  You sign a lease, spend time and money submitting all required applications for your Liquor License with the state and city.  You open business accounts, banking, water, sewer, electric, garbage, ASCAP/BMI, etc., You purchase food and beverage inventory and then find out that the Liquor Department will not approve your application.  


Or you get lucky.  DLLC informs you that they will approve your license, however, first, you will be required to make significant improvements, including things such as kitchen remodeling, costing thousands of dollars, and months of not being open for business.   


Arizona Dedicated Liquor License Consultants (AZDLLC) will schedule a Pre-inspection of your premises and provide you with an assessment of what the Department of Liquor will be looking for, what they will potentially require you to do, and give you suggestions to assist you in getting approved.   


*This fee will be fully refunded if you are denied a Liquor License from the State Liquor Department.


*In addition, if AZDLLC is secured under contracted, this fee will be credited towards any other services provided, or be deducted from your prepaid, yearly contract.  

   

Routine Liquor Inspections "RLI"

Be prepared for the real thing! Because it's coming.   This service is provided, free of charge, each year, upon request, for contracted services.   


As a Department of Liquor Detective, our CEO, Keith Turner violated more businesses from RLI's, than from EVERY other activity combined. Why is this critical for your business?  


Every Liquor Licensed business is subject to a Random Liquor Inspection, at least yearly.  These "RLI's", can occur at any time, any day, and may even occur when your business is closed!  That's right, by state statute, Department of Liquor Detectives, or any law enforcement officer, can conduct liquor inspections of your business any time the business is occupied, however, they usually occur around the time you're trying to open, close, or during lunch or dinner.  There are two types of these inspections, formal and informal.  


Formal RLI - This Formal Inspection lasts between 15 to 90 minutes (depending on your business) and requires assistance from an employee for a lot of it.  It consists of a detective going over nineteen (19) basic areas of operation.  They will cover everything from ownership, management, required employee logs, floor plans and seating, patios and enclosures, unauthorized alcohol, employee liquor law knowledge, proper draft beer tap lines, alcohol inventory, as well as going through all of your business records, receipts, and business mail.  This gets very personal and nerve-racking but is absolutely legal.  And no, you can't ask/tell them to come back later!  If you refuse their access, you will be violated for Failing To Allow An Inspection, fined $1,500-$2,500, and an Inspection will be conducted anyway.        


AZDLLC CEO Keith Turner, will personally conduct an authentic RLI, on the day and time of your choosing, and go through everything as if he were still a Department of Liquor Detective.  He will then go over his findings with you, discussing how to avoid mistakes in the future, or how to rectify observed problems. 


Informal Inspection - This consists of one or more Department of Liquor detectives arriving at your business and either doing a walk-through or sitting covertly for an hour or more, watching your business activities.  They will routinely check patrons I.D.'s, talk to staff, check on whether you're acting as a restaurant or a bar (A very confusing topic for MANY restaurant owners and managers), look for obviously intoxicated patrons, and walk around the bar areas.  


* This inspection is provided free, upon request, with yearly contracted services.   


Covert Bar/Restaurant Inspections

Keith Turner has literally conducted thousands of covert (undercover) bar and restaurant inspections, violating hundreds of businesses.  The most common violations included serving underage patrons, over service, allowing intoxicated patrons to remain on-premises, acts of violence, employees drinking and restaurants allowing minors to remain on-premises/operating as a bar.  


If AZDLLC conducts a Covert Inspection of your business, we will monitor all of these topics, as well as watch for drug activity, over-pouring and giving away free alcohol.  We will monitor the general attitude of the staff and how they interact with your patrons.  We will observe the security/bouncers to see if they're unnecessarily heavy-handed, or not properly checking I.D.'s.  When completed, we provide you with a detailed report of our findings, including times, descriptions of the employees involved and how to rectify the problems.

  

Remember - these violations are always preventable.  A first-time offense for any of these will cost your business between $1,000 - $3,000.  Usually, caused by employees who were overly busy, complacent, or employees that just didn't care.  And unfortunately, not caring is most common.

Special Events

This temporary liquor license allows your business to partner with a non-profit entity, and sell your alcohol, their alcohol, or a combination of both, to raise money for them, as well as your business.  The non-profit must receive at least twenty-five percent (25%) of the gross revenue of the liquor sales, from the event. 


These licenses can be done in conjunction with a temporary extension of premises, and if so, must go before the local governing body for approval - needing at least 30 -60 day's notice.  The Department of Liquor needs at least ten (10) additional days for approval.

Security/Bouncer De-escalation Training

 This one-hour training course includes a current security policy assessment, examples of the most commonly made mistakes, multiple situations with hands-on demonstrations, followed up with a Q&A session.
